Thank you for your cooperation with the World Bank/IFC’s Doing Business project. Last year’s report Doing Business 2007: How to reform was a great success, thanks to the generous contribution of 5,000 experts like yourself in 175 countries. Since the project’s inception, Doing Business has inspired over 5,000 media articles and more than 50 reforms. These reforms make it easier to do business in countries as diverse as Mozambique and Mexico. Your participation has been essential to this success.

For Doing Business 2008, please answer the two part survey on the following pages. The first section asks you to review the summary of procedures to build a warehouse in Buenos Aires.The second section asks if there were any legal or administrative changes affecting the procedures, time and cost to obtain a regulatory permit and inspections during the process of building a warehouse between April 2006 and the present.

Please find attached the questionnaire for the Dealing with Construction Permits indicator. This year, Doing Business is collecting new data that will be integrated into the dealing with construction permits indicator. The new data will assess the quality control and safety mechanisms in place for an economy’s construction permitting system. Since this is a new data set, we would be grateful if you would give priority to the questions in section 3 before updating the existing data on the list of procedures to obtain a construction permit.

You have the option to complete and submit this Doing Business questionnaire online. The online questionnaire can be accessed, edited, saved and reviewed by you and your colleagues. After submitting the online questionnaire, you will automatically receive a PDF copy of the submitted questionnaire for your records. Alternatively, you can complete the attached Word questionnaire and email it back to us as an attachment.

Please find attached the questionnaire for the Dealing with Construction Permits indicator. Last year, Doing Business introduced some minor changes to the Dealing with Construction Permit indicator: (i) the estimated warehouse value is now assumed to be 50 times income per capita and therefore, the total cost is recorded as a percent of the warehouse value and (ii) all procedures related to obtaining a fixed telephone line were removed.
This year, the Dealing with Construction Permits indicator will include a new index assessing the quality control and safety mechanisms in place for an [UTF-8?]economy’s construction permitting system. The index will be part of the ranking for the indicator. As such, we would be very grateful if you could answer all the questions in section III and update the existing data on the list of procedures to obtain a construction permit.

This is a gentle reminder that the deadline for the Doing Business 2017 Dealing with construction permits questionnaire is March 28.

We are counting on your generous support and expertise again this year. If you need more time to complete the questionnaire, please let us know when you expect to be able to complete the questionnaire?

We would like to draw your attention to the Building Quality Control Index (BQCI) which we have greatly improved, we would appreciate it if you would spend some times reviewing this section before updating the procedures list.

If you have already sent the questionnaire, please let us know and kindly accept our apologies for sending this reminder.

If you are unable to complete the questionnaire because of time constraints, we would greatly appreciate if you would agree to complete at least Section 3 Building Quality Control Index, as this is a priority as we have updated and clarified the questions in this section. For your convenience, please note that we have incorporated the aggregated answers from last year. Alternatively, we would appreciate you giving us 15 minutes of your time over the telephone so that we can ask you these questions. Kindly let us know what is a convenient time to call you and we would be more than happy to accommodate your schedule.
